Terrence Kelly is a retired Army officer and former RAND VP, where he also directed a Federally Funded Research and Development Center. He served as a White House Fellow in the mid-1990s, created and ran the effort to demobilize Iraqi militias in 2004 for the Coalition Provisional Authority, and was the policy, planning and analysis director for Embassy Baghdad in 2005-2006. He holds a Ph.D. in mathematics and a masters in computer and systems engineering from RPI, is a graduate of the Army Command and General Staff College and the Army War College, and is a West Point graduate.
